Academic Programs and Units Proposal Routing Information

Steps in the Route Proposal Types that are EXEMPT from this Step
STEP ONE: Submission of materials to the Curriculum Office, with the signature of the department head(s) and college dean(s). NO EXEMPTIONS: All proposals must be submitted to the Curriculum Office.
STEP TWO: Submission of proposal to the Undergraduate Council (UC) or Graduate Council (GC)

1. If the proposal concerns an undergraduate program, or a joint undergraduate/graduate program, it must be approved by the UC.

A. Current practice of the UC is that the proposal is first brought to the Academic Programs Subcommittee.

B. Action by the Subcommittee is prerequisite to inclusion of the proposal on the UC Agenda.

2. If the proposal concerns a graduate program, or a joint undergraduate/graduate program, it must be approved by the GC.

    1. Proposals for Graduate Interdisciplinary Programs are first submitted to the Assistant Director of Graduate Interdisciplinary Programs.
EXEMPTION:

Proposals having to do with the establishment or reorganization of a unit that does NOT sponsor any academic programs do not require submission to these Faculty Councils. Proposals for certain professional programs also do not require submission to these councils.

STEP THREE: Submission of proposal for Administrative Review
  1. Provost
    Approval of the Provost occurs after review by the Provost’s Management Group, which includes the Academic Vice Presidents and Vice Provosts.
  2. Approval of the Academic Deans.
    Action by the Provost is prerequisite to inclusion of the proposal on the Deans' agenda.
NO EXEMPTIONS: All proposals must gain approval from the Provost, Provost Management Group, Academic Deans.
STEP FOUR: Submission of proposal to the Instruction and Curriculum Policy Committee (ICPC).

Current practice is that the ICPC reviews the proposal in light of the recommendations of the prior reviews, and sends viable items forward to the Faculty Senate.

EXEMPTION 1: Proposals for Planning Authority do not need ICPC approval.

EXEMPTION 2: Proposals pertaining to units which do not offer academic programs do not need ICPC approval.

STEP FIVE: Submission of proposal to the Faculty Senate

1. Current practice of the Faculty Senate is that the proposal is first brought to the Executive Committee.

2. The agenda for Faculty Senate is set by the Executive Committee.

3. Recommendations of the Faculty Senate are advisory to the President, it is the President who brings viable proposals forward for further review.

EXEMPTION 1: Proposals for Planning Authority do not need Faculty Senate approval.

EXEMPTION 2: Proposals pertaining to units which do not offer academic programs do not need Faculty Senate approval.

STEP SIX: Submission of proposal to the Chief Academic Officers

The Chief Academic Officers of the three Arizona Universities review the proposal, and make a recommendation (generally approval) to the Arizona Board of Regents.

EXEMPTION: Proposals having to do with name changes, disestablishments, or mergers of a unit that does NOT sponsor any Academic Programs do not require CAO approval.

Note that proposals for the establishment or reorganization of such a unit DO require CAO approval!

Furthermore, ALL proposals having to do with units that offer academic programs DO require CAO approval!

STEP SEVEN: Submission of proposal to the Arizona Board of Regents

1. The Arizona Board of Regents must finally approve the proposal.

  1. ABOR approval changes the proposal into policy for the University of Arizona

 

EXEMPTION: Proposals having to do with name changes, disestablishments or mergers of a unit that does NOT sponsor any Academic Programs do not require ABOR approval.

Note that proposals for the establishment or reorganization of such a unit DO require ABOR approval!

Furthermore, ALL proposals having to do with units that offer academic programs DO require ABOR approval!
